Alcançando a Accountability: Uma Abordagem para o Planejamento e Implementação de Estratégias Anticorrupção

Resumo: Casos históricos de êxitos e fracassos na luta contra a corrupção nos oferecem uma lição fundamental: a de que uma campanha anticorrupção (o que chamarei de policy burst) raramente produz mudanças duradouras no nível de equilíbrio da corrupção, ainda mais se essas políticas não estiverem inseridas em um amplo esforço de responsabilização (accountability). Este artigo se apoia em uma série de exemplos de luta contra a corrupção que foram bem-sucedidos, na intenção de desenvolver uma abordagem de accountability que possa ser largamente aplicada em diferentes contextos e setores. O artigo também propõe uma abordagem iterativa e estratégica, utilizando uma estrutura básica de equação da accountability para guiar os esforços de agências anticorrupção. O intuito é progressivamente eliminar obstáculos para atingir uma accountability efetiva.Palavras-chave: Corrupção; Responsabilização; Transparência; Monitoramento; Punição
